It was at IMLA 14 in Marseille conference in 2006 when the IMLA Committee, at the proposal of its member Captain George Darkey, decided that IMLA 17 would be hosted in 2009 by the Regional Maritime University in Accra, Ghana. Discussions followed and formal letters of invitation and acceptance were exchanged, and the dates were fixed for 07-10 September, 2009.
